No, break spots are listed in the order they are purchased. In some breaks, these spots are randomised before allocating teams or packs, in other breaks, the list of available teams is randomised before being added to the list of spots. 

Lists of participants may contain errors on very small occasions and names that do not become fulfilled automatically will be added to the end of the list whenever possible. The list of names in a break listing is not final until the end of the randomisation process.
